It all depends........

One of the many problems that civic developers have to contend with is 'How much of the old requires to be removed, to make way for the new?'
The reply we often get 'It all depends' That answer is not acceptable at any time, and when we question major activities that could alter where we live and how we live, we need a much fuller explanation.

Can I suggest that the term 'It all depends' requires two additional words to become a question that requires an answer!

It all depends.....on who ?
on what ?
on when ?
on where ?
on why ?
on how ?

It is not my intention to try to answer the questions above but to show that events that may have an effect on you, may have been implemented without consultation or warning. Why not ask why?
